If I click the Arcade link from the left side Site Navigation menu on the main JS Portal page, I get the following error message:
"vBulletin Message The administrator has disabled viewing of the arcade for your member group. If you feel this is a mistake please PM an administrator and let them know."

You now have the ability to upload up to 50 of your own personal smilies to use..
To do this go to:
User CP > My Smilies (bottom of the screen) and you can upload them there.
Not exactly sure how it works yet as I haven't tested it out myself but let me know if you find any problems.
There are set limits as to how big they can be kb wise or dimension wise tho..
